Installation of Flock License Plate Recognition Cameras
By implementing LPR cameras, we aim to provide law enforcement with accurate and timely information, thereby increasing the chances of preventing and solving crimes.
The decision to install these cameras was made with the intent to protect both property and the residents within Idyllwilde. We believe that this measure will serve as a deterrent to potential criminal activities and help create a safer living environment for everyone.
The installation of Flock License Plate Recognition (LPR) cameras offers several key benefits to Idyllwilde:
Recordings are only public information in public places.
Your privacy is of utmost importance. We believe there is a healthy balance between safety and privacy. We understand the importance of personal privacy and have implemented measures to protect it.
Residents have the option to opt out of the LPR camera system. However, please be aware that if you choose to opt out, Flock will not be able to assist law enforcement in the event your vehicle or license plate is involved in a crime.
We encourage residents to consider the benefits of participating in the LPR camera system to enhance the safety and security of our community.
Prohibited Uses: Traffic enforcement, harassment or intimidation, usage based solely on a protected class (i.e. race, sex, religion), or personal use. Information is never sold to 3rd parties.
Access is provided to Colorado Law Enforcement agencies and the Board under approved circumstances. We chose to adopt one of the strictest privacy policies. The board, even when approved to view, does not have any identifying information linked to a license plate. This is only available to law enforcement.
Most requests for footage should be handled directly between the victim and law enforcement, rather than through the HOA. However, if a homeowner needs to request access to the LPR camera footage, please complete the form provided below.
The process for homeowner requests is as follows:
To ensure transparency, any access to data by the Board, including the reason, date, and outcome, will be documented and posted quarterly for all homeowners to view. These logs will be accessible here.
Our commitment to transparency ensures that residents are informed about how and when the LPR camera footage is accessed, maintaining accountability and trust within our community.
Data from Flock Safety devices is stored for 30 days and then deleted to ensure privacy and security. Throughout its lifecycle, all images and metadata are encrypted, from capture on the device to storage in the cloud.
Flock Safety uses Amazon Web Services (AWS) for cloud storage and employs KMS-based encryption, which limits access to the encryption keys. All Criminal Justice Information Services (CJIS) data is stored in AWS GovCloud and is accessible only to law enforcement agencies. No CJIS data is shared with non-law enforcement Flock Safety customers.
These measures ensure that data is handled with the highest levels of security and privacy, protecting our community’s information at all times.
Residents have the option to opt out of the LPR camera system. Please be aware that opting out means that our Flock will not be able to assist law enforcement in the event your vehicle or license plate falls victim to a crime.
To opt out, please follow the link below and create an account. Once logged in, enter the plate numbers you would like to remove and click “Remove My Vehicles From Footage.”
We encourage residents to consider the benefits of participating in the LPR camera system for the overall safety and security of our community. Opting in enhances our collective ability to deter and solve crimes, contributing to a safer living environment for everyone.
Every entrance to Idyllwilde is covered making sure every resident can benefit from the enhanced safety measures.
We entered into a two-year agreement in June 2024. After this, we will evaluate effectiveness annually. As a yearly subscription cost, we can easily cancel and remove it if we do not see the value for any reason. There is no permanent structure (electrical, etc.), just a small hole in the grass.
Please feel free to reach out to the board or the community manager for more information.
Take these proactive steps to promote safety in your community:
In 2020, 93 percent of police departments in cities with populations of 1 million-plus employed LPR systems.
In one study, 97% of motor vehicle thieves were also charged with other crimes
less than 50% of violent crime gets solved. Police are understaffed
A license plate is often the number-one piece of evidence that the authorities need to take action.
